More formally, "to authorize" is to define access policy. For example, human resources staff are normally authorized to access employee records, and this policy is usually formalized as access control rules in a computer system. In vehicles with no trunk, it must be stored (1) locked container, (2) unloaded, (3) stored other than the glove box or console. Anytime a firearms is carried on or about ones person, that person legally must comply with the State Law which they are in regardless what business they are in.
